Breaking News regarding the New California Energy Standards

From John Britton, AIA:

"The effective date for the 2008 Building Energy Efficiency Standards (Title 24, Parts 1 and 6) has been changed to January 1, 2010.

The California Energy Commission adopted the 2008 Standards on April 23, 2008, and the Building Standards Commission approved them on September 11, 2008. The Standards were scheduled to become effective on August 1, 2009.

The Energy Commission has experienced delays in completing the public domain compliance software. The Energy Commission had anticipated that these software programs would be available earlier, however the software required further programming attention before the programs could be released. The Energy Commission is resolving those problems, and will provide the programs in the near future.

This delay provides the industry and building officials more time to prepare for the new Standards. The Energy Commission will use this additional time to provide more information for the Standards and work with the California utilities, building industry and the California Building Officials to provide training on the new Standards."

Tour: The Green Patient Lab 3.0

The Green Patient Lab 3.0 is the first full-scale idea and research demonstration of Green materials and technologies that are economically viable, readily available and appropriate for use in intensive health care settings. The Green Patient Lab 3.0 shows how to create a healing environment that improves the quality of life for patients, staff and family by utilizing best practices and evidence-based design concepts.

This tour will be lead by Suzanne Drake, IIDA, LEED AP, Senior Associate at Anshen + Allen Architects in San Francisco. Suzanne is the GPL Project Manager, with more than 14 years of interior design experience built around a depth of health care interiors, Suzanne has led efforts incorporating Evidence Based Design features into her projects along with sustainable practices for the patient and provider environment.


Suzanne has been with the Green Patient Lab since its conception, when she was part of the original team in November of 2006 that planned and designed what then was an exhibit of a patient room designed to demonstrate green products. She continues to source new products and work with the GPL Partners to keep the pressure on developing sustainable products. This focus on the "patient experience" includes providing the care-givers the tools they need for maximum efficiency through planning and technology.

This presentation is an in-depth look at each of the "Greening the Patient Experience" exhibit concepts. You will learn about readily available sustainable products, how to apply "evidence based" design, what constitutes a "healing environment" and much more.

Statements of Qualifications Requested

The Solano County Department of General Services, Division of Architectural Services (DAS), is requesting Statements of Qualifications (SOQ) from qualified firms to provide architectural/engineering services on an as–needed basis to support a variety of existing and future projects primarily through General Services Job Order Contracting (JOC) Program for renovation and tenant improvement projects. The Division of Architectural Services is the primary agency, which provides in-house and/or out sources architectural/engineering services required to successfully deliver capital improvement projects that house County programs and services on behalf of Solano County.

These projects include a wide variety of new construction, renovation/rehabilitation, tenant improvement, and historic preservation projects. At times, the scale and scope of work assigned to DAS exceeds the capacity of the Division’s work force. Projects, which exceed staff capacity, that require an expedited delivery schedule and/or specialized expertise, are contracted to private consulting firms. The Division, which has eight full–time employees, currently manages over 50 separate projects/work efforts in 2009 with an estimated value in excess of $100 million.

NCARB Raises ARE Fees Because of Leaks

Washington, DC—The National Council of Architectural Registration Boards (NCARB) will increase the fees for the Architect Registration Examination® (ARE®) by $40 per division effective 1 October 2009. The increase, which was announced today at the NCARB Annual Meeting and Conference in Chicago, is due to recent incidents of exam content disclosure by ARE candidates. The cost to develop and replace the exposed content and handle the administrative and legal costs related to these incidents totals an estimated $1.1 million.


The ARE is designed to protect the health, safety, and welfare of the public by providing a psychometrically justifiable and legally defensible process that measures the level of competence necessary to practice architecture independently. In recent months, NCARB has had to turn off substantial amounts of content after several candidates posted detailed exam content on the internet.


These candidates have had their exam scores canceled and testing privileges suspended for up to five years. To ensure the integrity of the exam, NCARB has been forced to add two full-time staff members to monitor and investigate exam disclosures and copyright violations.


Replacing exam content is expensive and time consuming because each vignette or multiple-choice item must be written, reviewed, edited, and thoroughly pre-tested before it is added to the exam. The process of developing replacement content will take two years and the involvement of many volunteer professionals. The current six month waiting period between failed divisions is in effect to ensure that a candidate does not see the same question twice. If ARE candidates continue to breach the Confidentiality Agreement they accept to prior to taking each division and additional exam content is exposed, NCARB may be forced to extend the mandatory waiting period in order to prevent overexposure of content.


Since NCARB produced the first national exam for architects in 1965, the cost of delivering the test has been heavily subsidized by other NCARB programs. Since the ARE was computerized in 1997, NCARB has subsidized more than $15 million in exam-related expenses. While the new fee structure will help offset the costs incurred as a result of exam disclosure, it still falls short of the actual cost of developing and administering the exam and monitoring its security.


The current version of the ARE is comprised of seven divisions that test a candidate’s knowledge, skills, and abilities to perform many of the tasks an architect encounters in practice. To become licensed, candidates must fulfill education and experience requirements, as well as pass all divisions of the ARE.

The new rate of $210 per division will take effect on 1 October 2009. All exams scheduled on or after 1 October 2009 will be at the new rate. Prior to 1 October 2009, candidates can schedule future exam appointments through 31 December 2009 at the current rate of $170 per division.

IDP Six Month Rule is less than three weeks away

The IDP Six Month Rule is less than three weeks away! Interns, open your NCARB record now to get extra time to report hours.

The Six-Month Rule requires interns to submit their training units in reporting periods of no longer than six months and within two months of completion of each reporting period. The rule will go into effect on 1 July 2009 for interns who begin an NCARB Record on or after that date and 1 July 2010 for all interns regardless of application date. All training unit reports must be submitted electronically through NCARB’s electronic Experience Verification Reporting (e-EVR) system.

The Six-Month Rule only applies to interns. It does not apply to registered architects that must document past experience for NCARB certification.

Six-Month Rule Implementation Timeline

31 December 2008 – Launch of online reporting system for IDP training units.

1 July 2009 – Six-Month Rule goes into effect for interns who begin an NCARB Record on or after this date.

1 July 2010 – Six-Month Rule goes into effect for all interns regardless of when they started their NCARB Record.

Available Extensions – Similar to the NCARB’s ARE Rolling Clock, the Six-Month Rule will have extensions available for:

Birth or adoption of a child (six months)
Serious medical conditions
Active military service

Extensions will require documentation. The procedures for applying for an extension will be available when the Six-Month Rule goes into effect.

Pecha Kucha Night

On Tuesday, June 16 at 6:00pm the Young Architects Forum will be holding a "Pecha Kucha Night". Pecha Kucha Night is like an "open mike" for designers - come share a selection from your design portfolio, images and stories from your travels, your hobbies, or anything you'd like, and learn about your peers and colleagues at the same time.

Pecha Kucha is, above all, a presentation format devised by architects Astrid Klein and Mark Dytham. Each presenter is allowed 20 images, each shown for 20 seconds, for a total of 6 minutes 40 seconds of fame before the next presenter is up. This keeps presentations concise, interest level up, and gives more people the chance to show.

Making the Cut: They Psychological Impact of Downsizing, and Surviving the Layoff

This interactive lecture, given by Laurie Dreyer, will explore the business decisions that firms are forced to make during tough economic climates. You will learn how economic factors impact the people in a firm and what the future holds for the "survivors". We will discuss how to survive the downturn without being laid off, and exit strategies for if you are. We will review best practices for firms delivering the bad news, as well as best practices for those who may be forced to hear the news. After attending this program participants will be able to review and understand how firms look at and make decisions about staff reductions, and common pitfalls in that kind of decision-making. You will be able to recognize the psychological and emotional impacts of letting someone go - and of being let go - and assess strategies for managing and recovering from those experiences. You will know best practices in both giving the bad news and receiving it, if either happens to you.

Laurie Dreyer is the Principal and Director of Human Resources at Anshen+Allen in San Francisco. She has worked for over 25 years in the A/E industry. Previous positions included Office Manager and Human Resources at Ratcliff Architects, Vice-President and director of Human Resources at Gensler, and Director of Human Resources, Recruitment and Staff Development at PSOMAS. Dreyer is a National Board Member of AEBL (formerly PSMA), member of AIA Large Firm Roundtable for Human Resources, and former member of faculty for AMI. She has had speaking engagements on a variety of Human Resources related topic for ACEC Senior Executives Institute, AIA, CELSOC, SEANOC, AIA HR Large Firm Roundtable, Georgia Tech., AEBL, Kyle V. Bird's Nest - Herzog and de Meuron in China

On Thursday, June 25 we will be showing a fascinating documentary at Dahlin Group in Pleasanton. The documentary "Bird's Nest: Herzog and de Meuron in China" follows Swiss architects Jacques Herzog and Pierre de Meuron as they design the National Stadium for the 2008 Olympic summer games and a district that serves 300,000 Jinhua inhabitants.

The built environment of China is quickly transforming and international architects are in high demand. Herzog and de Meuron work to create structures that not only serve the everyday needs of the people of China but can represent China to the world in it's international debut. In the face of cultural and political challenges new architectural insights are revealed, as well as an understanding of the effect that this time of rapid change is having on China.

Chip Pierson, AIA

Chip Pierson, AIA, Principal/General Manager with the Dahlin Group, Pleasanton, entered the world of international architecture and planning in 1996 with a master planned community in Spain. Later on during in 2001, Chip was hired to design a community of homes near Beijing. This included a trip to Beijing to present the project to journalists and prospective buyers. Dahlin Group opened an office in Beijing in 2002 with projects in Beijing, Shanghai and Chengdu. That small office of 4 has grown to 2 offices (Beijing and Hangzhou) and a full time staff of 44. Over the years Dahlin Group’s expertise in planning and architecture has brought them to Russia, Libya and the United Arab Emirates.


Charles Debbas

Debbas Architecture is an award winning Architectural firm with projects spanning many countries and cultures. Principal Charles Debbas’s body of work encompasses a great variety of projects in the Bay Area, around the country and the world. His firm engages in a variety of product design and design partnerships with companies like BIC and others. Recent projects include homes in Hillsborough and the Berkeley hills as well as homes and cafes in Los Angeles. Foreign achievements include a very unique state-of-the-art Pre-School in Dalian, China for which Charles will travel to this June and for an inauguration in September, pre-schools in Zimbabwe, a memorial and high-rise residential tower in Lebanon, and a residence in Curacao.


Todd Kohli

Todd Kohli is a Landscape Architect and Managing Director of EDAW’s San Francisco/Walnut Creek offices. His International work experience has included development of urban design guidelines and master planning of multi-residential communities, mixed used, university, hospitality, retail and entertainment projects in major Asian and Middle Eastern cities including Tokyo and Okinawa, Japan, Cairo, Eqypt, and Abu Dhabi and Dubai, United Arab Emirates. EDAW’s 34 worldwide offices include locations in the Middle East, Europe, Asia and Australia.


Lisa Fisher, AICP

Lisa Fisher, an urban planner and Associate for EDAW AECOM is currently managing master planning projects in Vancouver, Mexico City, and Santiago, Chile. These mixed-use projects feature unique public-private partnerships, urban regeneration, ecological frameworks, water sensitive urban design, and sustainability modeling.


Russ Drinker, AIA

Russ Drinker, AIA, Principal at Perkins + Will, San Francisco, has led project teams in architecture and planning on a broad range of large-scale, innovative, technically challenging projects with an emphasis on sustainable design around the world. Work has included academic campuses for Genentech in Singapore, a new Medical Sciences campus for King Saud University in Jeddah, Saudi Arabia; The Princess Noura University in Saudi Arabia, a new 30 million square foot campus for 40,000 full-time female graduate and undergraduate students, including a College of Medical Sciences and a 300 bed hospital; and United States Embassies in Nigeria, Burkina Faso, Mauritania, and Damascus.

East Asian Library Tour

This tour will explore the design and construction of the C.V. Starr East Asian Library at UC Berkeley and the building's place on campus. Tom Eliot Fisch was involved in the East Asian Library from Schematic Design onward. Throughout the project, they were committed to insuring that Tod Williams and Billie Tsien's vision of this building became a reality on campus.

Tom Eliot Fisch is a 22 people architecture and interior design firm in San Francisco committed to creating engaging, humane and inspiring spaces for clients who care about the built environment in a practice marked by principal involvement, exceptional design, delivery standards and ethics. Their clients range from education institutions to private developers and municipalities.

Earlier in his career, he worked for Vertex Design Systems, a start-up where he managed the design and rollout of the Vertex Detailer, an architectural detailing tool, and Electronic CADalogs, product selectors and configurators developed for building product manufacturers. He has also consulted to large property owners in the Computer Aided Facilities Management (CAFM) area. Andrew received his Ph.D. in 2000 from the Department of Construction Management, Civil and Environmental Engineering, Stanford University, where he was a research assistant at the Center for Integrated Facility Engineering (CIFE). He received his Bachelor of Arts degree from the College of Environmental Design, University of California at Berkeley.

Green Affordable Housing Coalition

The Green Affordable Housing Coalition (GAHC) is a joint project of Build It Green and Bay Area LISC and brings together public-sector and private-sector professionals who are committed to incorporating green building practices into the design, construction, operation, and maintenance of affordable housing. Through education and outreach, the Coalition promotes the creation of buildings that:

  • Are integrated to the site and region
  • Use energy, water and materials wisely
  • Minimize and recycle construction waste
  • Create their own energy
  • Are durable and easily maintained
  • Promote good health for both workers and residents
  • Enhance housing affordability

Success in this endeavor will produce economic and quality-of-life benefits for tenants, improve the financial bottom line for property owners, and generate economic and environmental benefits for the local, regional, and world community.
