ZUC Meeting on Oct 13, 2010 @ 4 pm

The upcoming public meeting of the Zoning Update Committee (ZUC), a committee of the Oakland Planning Commission. At this meeting, the public will have the opportunity to discuss the City’s proposed changes to the zoning text and maps in the commercial and residential areas. The meeting agenda is to discuss changes to the text and zoning maps which have been made since the previous four public meetings, and to address any outstanding issues, before the Planning Commission begins its public hearings on the Citywide Zoning Update in November.

Tour: John Muir Medical Center


Join AIA East Bay for a tour of the John Muir Medical Center new five-story plus basement, 380,000 square foot tower - The Thomas J. and Muriel T. Long Patient Care Tower. This facility will house 242 beds, including 230 new private rooms, a 24-bed ICU and a 35-bed intensive care neonatal nursery. This technologically advanced facility also has three new operating rooms, and an emergency room including four trauma beds and forty one non-trauma emergency treatment stations, doubling their current capacity.

The tour will begin with a presentation by Ratcliff architects, with coffee and breakfast provided by John Muir Hospital, followed by a tour. This is currently a construction site, John Muir Hospital will provide personal protection gear for the tour.

Construction Phase Risk Management

The dynamics and uncertainties inherent in the construction process demand intelligent, informed, objective and responsive administration of the contract for construction. This seminar, based on CNA/Schinnerer's Voluntary Education Program for Design Professional will address the important issues surrounding Construction Phase Risk Management. (Quoted from Shinnerer's VEP for Design Professionals 1-7)

After this seminar you will be able to explain why the contractor is traditionally responsible for construction means and methods, safety programs and procedures and list actions a design professional should take upon recognizing an apparently unsafe condition on site. You will have a greater understanding of the steps in the approval process for submittals and explain the usual allocation of responsibility between design professional and contractor with respect to submittals. You will also have a greater understanding of the role of consulting professionals in reviewing and stamping shop drawings.

Learn how to compare and contract a design professionals site observations or evaluations with inspections and describe the criteria for the timing of each. Also gain a greater understanding of the design professionals traditional role under the client-contractor agreement for administering change orders. And explore the meaning of a design professionals certification to the client for approval of payment to the contractor.

Life Cycle Tower

The Life Cycle Tower is an Austrian research project for building 20 story high-rises in "timber" construction. It addresses climate change in the design and construction industry, beginning wit the choice for natural resources, specifically using wood to replace steel, concrete and other fossil fuel intensive materials.

Austria's building industry is a leader in energy efficiency, design and timber construction technology. Rhomberg Bau, an innovative Austrian construction company has initiated a cooperative effort with ARUP engineering and other timber manufacturing and research institutions to demonstrate that wood buildings can safely exceed building code height requirements with innovative structural and fire design solutions. Through a "system built" approach and an integrated process, prefabricated facade and floor panels can be manufactured and assembled up to 20 stories in height and reach a passive house or plus-energy standard.

Nabih Tahan, AIA has completed a report summarizing the opportunities for building a Life Cycle Tower in California. Harald Professner, a representative of Rhomberg Bau is on a fact finding mission through California, looking for potential partners to develop low-rise and mid-rise projects while laying the ground work to eventually build a timber high rise in the future. Both of them will present the concept and discuss the possibilities of adapting it to our building industry.

Harald Professner is currently sales director at Rhomberg Bau, responsible for initiating and developing Life Cycle Tower projects worldwide. Previously he was also sales director at RSB Formwork Technologies and Kaufmann Holzbauwerk, both dealing with timber technology. Mr. Professner received his executive MBA from the University of Lichtenstein and is an industrial timber engineer as well as a master carpenter.

Bernard Maybeck Open House

You are invited to a special open house on October 3, 2010 from 2:00pm to 5:00pm featuring the fabulous Bernard Maybeck Guy Hyde chick House in Berkeley.

Enjoy a tour by the current owner, art dealer Foster Goldstrom. Come see his fine collection of art including original Maybeck drawings, wander the luxurious garden and enjoy a High Tea/Champagne buffet.

Hosted by the American Society of Interior Designers.

The Bernard Maybeck Chick House is a fine example of Maybeck's mastery of design in wood. The broad gable roof ends in trellising at the gable eaves. Esther McCoy explains, "The Chick house was developed under a gable roof, with particular emphasis on the upper half of the gable ends; it extended two feet beyond the first floor, forming a bonnet around the bank of second floor windows." The material of the gable projections is vertical redwood siding with alternating round and flat battens, the rest of the house is shingled (Gebhard, Winter and Sandweiss 1985:280).

Two of Maybeck's fine works in shingle in his middle period were the 1913 Chick house in Berkeley and the 1917 Bingham house in Montecito. The Chick house was developed under a gable roof, with particular emphasis on the upper half of the gable ends. It extended two feet beyond the first floor, forming a bonnet around the bank of second-floor windows. The material as well as the plane was changed-vertical redwood boards were used as surfacing for the gable ends of the second floor, the battens varying between flat and rounded ones. The interior space of the projections at the four corners was developed as bedroom closets.

Revit User Group: Mission Critical - Navisworks for Architects

Lead Abatement - New Rules

The US EPA's new "Renovation, Repair and Painting Program" is triggering training and certification for most firms and contractors doing work in pre-1978 housing and child-occupied facilities. This childhood lead poisoning prevention program regulation is having a profound impact on the home remodeling and maintenance business. For example, an firm that disturbs more than six feet of paint inside a room of a pre-1978 home or 20 feet on the outside of a home, must be "certified" by the US EPA and the supervisor must take a one-day "Certified Renovator" course from an EPA-approved training program. The penalty for non-compliance is $37,500 per day per violation. The EPA temporarily delayed enforcement of parts of the regulation till the end of September, but says that they will begin fully enforcing the rule in October 2010. Mr. Wangerin will discuss how this regulation has changed slightly by lawsuits and how it will apply in California. For example, some aspects of this regulation allowed outside of California are not allowed here.

Tom Wangerin is the owner of Wangerin Environmental, an environmental consulting and training organization. Tom has over 20 years experience in providing asbestos and lead paint consulting services and training to clients such as NASA, US Air Force, Cities of San Francisco, Hayward, San Luis Obispo and Universities such as UC Berkeley, Santa Clara University, University of Nevada Las Vegas. Tom has also worked with scores of private building owners and companies. Among other things Tom is the Director of Asbestos and Lead Training for the University of California at Berkeley Center for Occupational and Environmental Health.

9th Biennial BDA Design Awards Event 2010

Berkeley Design Advocates is pleased to announce its 9th Biennial Design Awards Program for acknowledgment of excellence in urban planning and architecture, innovative and creative design solutions, and preservation of historic strictures and places. BDA is a membership organization of architects, landscape architects, planners, builders and design professionals established in 1973 to promote excellence in the built environment of Berkeley.


The BDA Design Awards Committee and jury will nominate candidate projects, and will also consider applications submitted from design professionals, owners, and builders for building projects, renovation and restoration works, and urban design plans completed within the period from October 1, 2008 to October 1, 2010. Projects that exemplify the best in architecture, landscape architecture, preservation and planning will be selected by the jury.

Committee on the Environment Forum: Combining Residential HERS II Energy Rating Services into an Architectural Practice

Over the past decade applied building science has highlighted sources of energy inefficiencies in our homes. In response to these inefficiencies, the California Energy Commission has adjusted it's energy code and the Federal Government is launching a national Existing Home retrofit program (Home Star). Paul Welshchmeyer, AIA will look at residences with efficiency improvements of 30% to 50% and discuss how these improvements were made possible with HERS II Ratings.
